Basically, we are increasing the usable displacement, and increasing the deck armour and
gun weights.

This patch removes the bug in which a L2 with L1 guns and armour can bounce BB5 shells.

This patch also removes the ability for a 3 gun L1 from being able to armour whore as well
as it did before.

This patch encourages L1 users to speed whore, by giving them a speed buff to 44 knots.

The 2 gun AW L1 setup remains the same, and still goes at 37 knots (Max DP).
